Khishigsaikhan Batchuluun co-founded the NRCC in 2011. She works for the Open Society Forum as Manager for the Law program focusing on legal reform, criminal justice reform and strengthening the national human rights mechanism. Her prior experience includes work in local NGOs, the National Human Rights Commission, and projects of UNDP, World Bank. Her professional areas of expertise are human rights law, women's rights, national minorities, people with disabilities and human rights education, legal empowerment of the poor, and public administrative regulations.

She was a member of the Working Groups for General Administrative Law, Law on Legal Aid for Indigent Defendants, Law on Public Hearing, Administrative Procedure Act and Guidelines, Regulations for Law Making Procedure, etc. In 2012-2014, she was a Deputy Chair of the Medical Ethics Committee of the Ministry of Health. In cooperation with civil society organizations, she provided series of comments and feedback on more than ten draft laws, such as the Criminal Code, Criminal Procedure Code and Penal Code.

She holds dual Bachelor degrees in Communication Engineering and Law from the National University of Mongolia and a Master of Laws in Human Rights (2006) from the University of Hong Kong. She studied at HKU with a Ford Foundation grant.
